During the 2016 campaign, Trump repeatedly promised to build a wall along the Mexico border.

Funding legislation needs to be passed before 1 October or the government could shut down again.

Kudlow, a former Wall Street analyst and now the director of the National Economic Council, described Trump's administration budget strategy as "exactly the right prescription".

But after the government funding was settled in February, President Trump then announced a national emergency that would allow him to spend $8 billion to build his wall.

Trump will request the additional $8.6 billion on Monday, making his latest budgetary demand more than six times what the U.S. Congress allocated for southern border projects during each of the past two fiscal years.

The Department of Homeland Security is one of a few priority areas to get a boost in Trump's budget plan, which seeks to slash funding to many non-defence programs.

Congress only approved $1.375 billion for border fencing projects for the 2019 fiscal year in comparison to the $5.7 billion demanded by Trump.

Trump's budget proposal looks to hire more almost 3,000 law enforcement personnel for the agencies involved in border security and construction and about 100 immigration judge teams.

Trump faces both political and court battles to free up the money he wants for the current fiscal year.
