However, an administration official who spoke to reporters Tuesday morning maintained that putting the new service under the Air Force was "a step toward a future separate military department for space" and that the administration would make periodic reviews to see when it would make sense to deliver a second legislative proposal calling for a separate Department of the Space Force.

Despite the numerous hurdles that will need to be cleared before the Space Force actually comes into existence, the President remains confident in the program's ultimate success.

Trump in December ordered the Pentagon to establish Space Command as a four-star combatant command that would operate similarly to U.S. Special Operations Command. The current proposal falls short of that goal and faces some skepticism among lawmakers.

Trump on Tuesday signed a directive -- Space Policy Directive 4 -- ordering the Pentagon to draft legislation for Congress that would create the Space Force as a part of the U.S. Air Force, which now manages the space domain through the U.S. Space Command. It would not have its own full-blown bureaucracy, including a civilian secretary. She later said publicly that she supported the president's plan. Many lawmakers from both sides said they would not support a new department and DoD officials anxious that the administrative costs would ensure the proposal would die on arrival.

The Trump administration has said it plans to usher in the force by 2020. He has since resigned. "We are the best in the world in space".

DeSantis, participating in "Space Day" events Tuesday at the Capitol, said he is requesting that a "space combatant command" as part of Space Force be located in Florida. In attendance were Vice President Mike Pence and a large group of senior officials including National Security Adviser John Bolton, Acting Defense Secretary Patrick Shanahan, Air Force Secretary Heather Wilson, Vice Chairman of the Joint Chiefs Gen. Paul Selva and Principal Deputy Director of National Intelligence Sue Gordon. Shanahan has not shifted from the path that was set before Mattis resigned, and has stressed his interest in keeping the Space Force as economical as possible.

A U.S. Air Force cost estimate from earlier last year said Space force would be around $13 billion in the first five years.

Some questioned whether having a Space Force would increase the odds of armed conflict in space.

"Today's signing of the Space Policy Directive - 4 is the first step in a process which may create the capabilities we need to ensure our success in the domain of space", said Turner, who is the top Republican on the House Armed Services Strategic Forces subcommittee.

The plan, which requires congressional approval, could mark the first time the US government has established a new military branch since the National Security Act of 1947 created the Air Force in the wake of World War II.
