"We will use all tools at our disposal to obtain her testimony", the Virginia Republican said.

The president has repeatedly painted Mueller's investigation as a tainted witch-hunt led by Democrats. If the full House does vote to hold someone in contempt, the matter then moves to the courts, where it has often stalled.

However, investigators did not find any political bias on behalf of Comey or the Federal Bureau of Investigation when it came to protecting or prosecuting Clinton.
